An interesting point of history:

1634 Czar Alexis of Russia created penalties for smoking:

            1^st offense: whipping, slit nose & transportation to Siberia

            2^nd offense, execution

“Throughout the entire XVIII century, the system of relationships between tobacco traders and the state has been constantly changing. After the system of redemption in 1727, free trade was established with a tax of 1 penny from a pound of tobacco when sold domestically. From 1749 to 1762 again introduced the purchase. And only Catherine II restored free trade without tax inside the country, but for that the duty was established for 10 kopecks per pound on imported and 20 kopecks for exported tobacco. It was these measures that stimulated the development of tobacco growing in the state.

In 1839, according to the "Regulations on Excises from Tobacco", excise was removed only from manufacturers producing tobacco products, and the culture of the tobacco plant remained free from payment of an additional tax. That is, the planter had the right to use without paying excise duty tobacco for his own use, but provided that a simple knife is used for crumbing tobacco leaves. At that time in Russia there were about 120 factories. Finally, the relationship between the tobacco industry, the state and consumers in the Russian Empire was formalized in 1882, when the sale of leaf tobacco from plantations was banned directly to the consumer….”  (History of Tobacco in Russia & Petersburg:   http://historyru.com/doc/prom/sz/nevotabak/01sp.html  )
