"Beginning in 1839, in Russia, a regulation was established which created two types of collection: general and auxiliary. Auxiliary collection entailed the following: '1) A known percentage of income from the rental of Jewish-owned houses, shops, and barns. 2) A known percentage from Jewish industry…3) A known percentage from money capital remaining after the death of a Jew. 4) The fee for wearing Jewish clothes, male and female. 5)Penalties and fines against Jews for violating the rules for this collection….' " The provision ended in 1917.
