            RECRUITMENT: ALLEGED EVASION

    Part of this is information, which is related to cases of alleged evasion of military service, was extracted from a questionnaire created by the editors of the newspaper, "Jewish Izvestiya" in 1908 & from " Ned. Chron. Sunrise" (?). 

The data list of names covers the years 1885-1893, 1895-1900, 1901-1905 or 1906, 1906-1908. 

Some of the provinces were: 

Chernihiv, Poltava, Kiev, Grodno,  Vilna, Vitebsk, Podolsk, Bessarabia, Minsk, Volyn, Mogilev, Kherson, Kovno, & Lublin

Recruits didn't show up when they were called for a variety of reasons, including: death, illness, delay/lateness,  emigration, etc. When the young men did not appear, often their families were fined, even when there were valid reasons for non-compliance with recruitment.
