1900-1917 POLTAVA DRAFT EVASION

1. Lozovsky Avramov, Zolotonosha tradesman. worked on the construction of the Grishin-Rovno line as a stone carter. Owned a 3-horse phaeton, owned no real estate. Unknown conscription year.

In 1917, the following residents of the town of Zolotonosha  changed their jobs to evade conscription into the army. (Some of the information was from Zvenigorod district police records.)


2. Kabanchik Srul-Naim Naftulev, a tradesman, worked in haulage business. Worked in the Burty, Shpoly  area as an excavator (grabar?).

3. Yurovsky Avrum Yankelev, tradesman engaged in the carriage trade; worked as an excavator  Burty, Shpoly, Zvenigorodsky dist., Kiev for contractors, Borzyak & Shulezhka.

4. Kanevsky Alter Duvidov, a Jewish teacher & tradesman, worked in Kiev province for contractors, Borzyak & Shulezhka.

5. Ostrovsky Moisey Zelikov, a tradesman, was a central number owner (??) in Zolotonosha. He took a job  as a construction foreman at the Darnytsa station, Kiev, for the building of the Grishino-Rovno railway line.

6. Konchinskiy Aron Elyevich, tradesman, former clerk in the store of Iosel Rabinovich, took an excavator's job at the Bogushevskaya Rigo- Orlovskaya railway station.

7. Rabinovich Elya Ioselev, son of a 2nd guild merchant, worked in the iron trade. doing excavation for the Perlamuter & Milstein contractors, for the building of the Minsk-Molodechno  railway line, near the city of Minsk. He took a position for the same contractors for the construction of the Vitebsk-Orsha railway line, near the city of Vitebsk.

8. Glantsev Srul Peisakhov, tradesman, formerly in the grocery trade, took a job at an excavation works in Kamenka, Chigirinsky dist., Kiev. (info. from Sonya Mendelevna Khutoryanskaya)

9. Genis Yevsey Moiseyevich in the crockery trade in Minsk prov. (info. from Rakhil Meerovna Genis [ovoy]).

10. Lvovsky Yankel Simkhovich, grain trade tradesman, left for the Vyatka province.

11. Giler Shlema Duvidovich, tradesman--buyer of raw leather?? Borzyaka.

12. Samoilovich Bentsion, worked in excavation; & Elya Aizikovs,  was a saddler. They worked for excavator contractor Grinberg, in Akkerman, Bessarabia.

13. Eisinskiy-Myasnik Nota Nekhemyev, manufacturing tradesman. Took a job in the office of Lisak & Yarovetsy, excavators, in the Zvenigorod dist., Kiev, as a row-worker of earthworks along the Tsvetkovo-Zhashkov Yugo-Zapadn railway line.

14. Faynberg Leiba-Movsha Itskov, tradesman, worked in excavation, on the construction of the station in Kozonskaya, Vyatka prov.

15. Zhitinsky Shlema Leizerov, merchant & tradesman, worked for the Grinberg office,  constructing of a railway in the Bessarabian province, presumably in Chok. (info. from Khana-Gitli Meerovna Zhitinskaya).

Military Personnel, 2nd Precinct of Zolotonosha district, Who Took Work That Exempted Them From Conscription

1. Mogilevsky Meer Yankelev, tradesman in a manufacturing shop, 38. 1900 conscription. Took position working on the Grishino-Rivne railway line in Khorosky dist.

2. Datskovsky Isser Moiseev, tradesman in a grocery with his father, 27. 1910 conscription. Took a position building the Vyatka dist. railway lines.

3. Shmidt Ezer Moiseevich, tradesman in a grocery with his father, 35. 1902 conscription. Took construction position working on the Vyatka dist. railway.

4. Kolchinsky Duvid Gershkov, Zolotonsha tradesman, 32 (about). Conscription as a 2nd category soldier, date unknown. Worked from March 1916 in various trades. Took position constructing the Grishino, in the Kremenchug dist., Svyaslavskaya volost.

Irkleevskaya Volost

1. Turchinsky Chaim Gershkov, tradesman; had a shop in the village of Irkleev. 1902 conscription. Took position at the station in the Tsvetkovo, Cherkasy dist.

2. Levit Duvid, tradesman; had a shop in the village of Irkleev. 1900 conscription. Took position at the station Tsvetkovo, Cherkasy dist.

3. Kolchinsky Peisakh, tradesman; had  a shop in village of Irkleev. 1900 conscription. Took position at the station Tsvetkovo, Cherkasy dist.

1915-1917 Surveillance Reports

Mar. 15, 1916

    On Feb. 25, the following individuals were re-examined: Hertz Shimonov Povzner, Abram Noev Turevsky, Abram Lazarev Radilevsky & two brothers visiting from Solokh, Oshmyansky dist., Vilna, Meer Yankelev & Berko Yankelev Kopelevich, & Magrilov (from Lokhvitsy). The group left Magrilov's apartment & entered Radilevsky's house on Lubenskaya St; into the apartment of the military doctor from the Fratkin emergency hospital. They then went to the apartment of the Lokhvitsky district police officer. Povzner, Turevsky & the Kopelevich brothers left 30 min. later; Magrilov & Radilevsky remained in the apartment until 4 am. The following visited the police chief Feb. 26-29: Zelman Gershev Feldman, Gersh Mendelev Sanovich, Rovim Aizikov Beisakh, Elya Aronov Bolotinsky, Leiba Izrailev Shpeer, Beniamin Neyakhov Belberg, Abram-Aba Moiseev Rodnyansky, Mordukh Leitsy & Zelman-Abram Kagasev Yanovitsky. All of the mentioned persons had been released from military service.

Mar. 10, 1916

Vulf Abramovich Belenky, 41, resided in the town of Sukharei, Chausky dist., Mogilev prov. He had a Sukharevsky tradesman passport dated Oct. 25, 1914. He was suspected of aiding conscripts for illegal exemption from military service, for which he went to Berdichev & other locales, consorting with other equally suspiciou persons.  It was established that Belenky was really from the village of St. Yuskovtsy, Lokhvitsky dist. since 1886. He worked in the grain trade, traveling often. 

Belenky was an agent of Mikhel Khaimov Shvalba, a Jew who lived in Berdichev.

In Dec. 1915 agreements with the manufacturers of makhorka (type of tobacco): N.I. Rabinovich, I. Volodarsky, N. Gritsevsky, M.I. & S.M. Gershtein, & S. Kisen were made with the Moscow Military-Industrial Committee, for the army. The supply was then transferred to the Kremenchug Military-Industrial committee. It was discovered that the tobacco was useless, having a high percentage of impurities.

Aron Davidov Finkelberg had been held in Poltava prison until Oct. 9, when he was released & transferred to Poltava district's military commander as a soldier, having been subject to conscription a year earlier. After investigation, it was discovered that he was the tradesman, Aron-Yankel David-Movshev Finkelberg, of the Loyev community council, Rechitsa dist., Minsk prov.

Tradesman, Abram Iudov Fridman, who was under special police supervision, left Pereyaslav for Kiev, Oct. 10 1901. He returned from Kiev on Oct. 19.

Srul Eliyev Kaganovsky (Kachanovskii) arrived in Kremenchug from Krasnoyarsk Oct. 12. He disappeared on Nov. 15 to a place unknown, and was found in Kharkov, Dec. 14,1901 & taken to Kremenchug.

Tradesman, Iosel Shmulev-Zusiev Gratvol, under special police supervision, ___ from Kremenchug Oct. 9 in Orsha, Mogilev prov.

Tradesman Khaya Shmerkova Kazarnovsky, under police supervision, dropped out of Kremenchuk in Poltava. On Oct. 16 he went to Poltava from Kremenchug & settled  into the Amchislavsky house, 19 Ekaterininskaya St.

Report from the Kobelyak Dist. Police Officer: the investigation at the Kharkov Provincial Gendarme Directorate on charges of a crime...a former student of Kharkov Univ, son of a merchant, Isai Izrailev, who was under special police supervision, Horowitz arrived from Nikolaev in Kobelyak on Oct. 20. He left Kobelyak on Nov. to live in Nikolaev.

Yankel Iosel Finkelstein, under police supervision, was removed from Kremenchug in Pereyaslav. On Oct. 28 he was drafted by the military.

From the Priluksky dist. police, Oct 27, 1901: A travel certif. was issued from the office of the Odessa police chief, dated Oct. 22, 1901 for Rosa (Reyza) Shimich, a tradeswoman from Borzna, Chernigov prov. She arrived in Priluki & was brought to an inquiry for the commission of a state crime & was held in the Odessa prison. She was released from custody & placed under police supervision in the city of Priluka, Poltava prov.

...Reyza-Leia Simonova Zarakhovich left Priluki for residence in Odessa on Dec. 11 on the way from the Priluki station to the Kruty station of the Moscow-Kiev-Voronezh railway.

From the Kremenchug Chief of Police: Tradesman Shmul Srolev Rubinstein, under police observation, left Kremenchug for Bobruisk...On Nov. 17 he was accepted into military service by the Bobruisk dist. & was sent to the 113th infantry regiment in the town of Shavlyi.

From Kremenchug Chief of Police: Berko Nokimov Kosman, under special police observation, was accepted into military service &, on Nov. 19, was sent to the 39th artillery brigade in Alexandropol.

From Ministry of Internal Affairs of the Warsaw Chief of Police: On Nov. 15, 1901 notification that the tradesman of the city of Poltava, Aron Berkov Levin,  was accused of a state crime. He was under police special observation and was released from custody in his homeland.

He arrived in Poltava from Warsaw on Nov. 20 & settled in the Leibovich house in the New Bazaar.

From the chief of Police of Kremenchug: Tradeswoman, Rukhia-Rosa Yankeleva Vaynshteyn, born Lyakhovitskaya, was involved in a derivative inquiry...accused of acts...& placed under supervision...On Dec. 2 or 3 she disappeared from surveillance. 

Vaynshteyn was 28 yrs. old, Jewish, a midwife, graduated from Odessa obstetric courses, & was married to a tradesman of the city of Kremenchug, Peisakh Yankelev Vaynshteyn, 26, then in military service (15th rifle battalion in the Trans-Caspian region). She had relatives living in the city of Kremenchug: mother: widow Khaya Lyakhovitskaya 55 yrs; and brothers: Moisei 35; Meer 32...Rosa Vaynshteyn returned to Kremenchug on Oct. 18, 1902 using an unauthorized absence.

From Poltava Chief of Police: Tradesman Abram Notov Khotimlyansky, under police observation, arrived in Poltava from Berdichev  on Dec. 7, 1901 & settled in an apartment at 10 Vsisvyatskaya St. Borokhov.

From the Poltava Chief of Police: Chaim Shmulev Tsynkin, who was under police observation, left for Kharkov on Nov. 9...he returned on Nov. 13.

From the Poltava Chief of Police: Tradeswoman Kuna Khaimova Riskind went to Poltava from Yekaterinoslav on July 12, stopping along Malo-Sadovaya St.

From Kremenchug Chief of Police: Tradesman Marul-Leiba Shmulev Kretsmer, who was under police observation, arrived in Kremenchug from Odessa, on Dec. 22, 1901.

1901 Regarding Persons Placed Under Special Police Supervision

From Poltava Provincial Gendarme Directorate (Jan. 20): The midwife, Nekhima Moiseyeva Korchevskaya, was transferred from the city of Nizhyn to the village of Khrushchovka on Jan. 14. She arrived on Jan. 19.

On Jan. 9 she was brought under the special supervision of the police on charges of a state crime. Midwife Nekhama Moshkova, aka Moiseeva, Korchevskaya was allowed to move for 2 months from the town of Nizhyn to the village of Khrushchevka, Zolotonosha dist. Korchevskaya's petition for permission to live in Poltava was granted.

Nekhima was accused of dealing with persons engaged in social-democratic propaganda among the workers & assisting with propaganda. 

A petition was made requesting travel abroad for treatment. She had a medical certificate. 

A petition was made on Nov. 26, 1901 for permission to study at the Poltava Zemstvo hospital as a trainee. Nekhima, during her stay in Poltava, from Feb. 3, hadn't had any specific occupations; her lifestyle was quiet, modest, but constantly revolved around the circle of persons under police supervision for state crimes.

From Ministry of Internal Affairs of the Poltava Governor, Jan. 16, 1901: Consumptive Pinkhos Iudov Shekhtman, who was in Poltava under special police supervision, applied for permission to leave for a week (to go to Kharkiv (??).)

From the St. Petersburg  on April 12, 1901, Dept. for the Protection of Public Security & Order: Tradesman Borukh-Bentsian Girshev Stolpner of city of Rechitsa, Minsk prov., was under St Petersburg  police observation. 

Apr 9, He left the city. 

On Apr. 13, Stolpner arrived in Poltava and stayed at an apartment in the Rickmon house, on Malo-Petrovskaya St.  

On July 1, he left for Rechitsa & returned on July 13. 

On Aug. 17, it was rumored that he left for Rechitsa, Minsk.

From the Governor of Poltava, Apr. 28, 1901: Tradeswoman, Khaya-Rakhil Gutman, under special police supervision, petitioned for a change of residence, which had been sent to the head of the Yekaterinoslav Provincial Gendarme Directorate.

On June 11 Khaya was given permission to leave for the town of Slavuta.

From Mayor of St. Petersburg, May 8, 1901: An investigation was made into Kremenchug midwife, Golda Gersheva Shamraevskaya, regarding charges of state crimes. She was under special police observation. Golda left the capital in Kremenchug on May 5 where she was required to live until the resolution of her case. 

From Chief of Kremenchug Chief of Police: Golda Davidova-Gersheva Shamrayevskaya, arrived in Kremenchug on May 9. She left Kremenchug for Poltava on July 31.  She temporarily settled in Orlov village, on Kuznetskaya St. 

From Poltava Chief of Police: Yekaterinoslav tradesman, Gersh Yakovlev Shakhnovich, was permitted a two-week absence in the city of Poltava, where he arrived at his apartment on May 19. (Tupkal house).

From Poltava Chief of Police: Freida/Frida Mordukhova Arshavskaya, who was under police observation, left the city of Poltava on May 22. On June 15 Frida went to her dacha in the village of Nizhnie-Mlyns of the Poltava dist. On Aug. 31 she arrived in Poltava. On Oct 6 she left without permission for an unknown destination, returning on Oct. 30.

From Poltava Chief of Police: Kraina-shifra Berkova-Naumova Ioffe, a tradeswoman under special police supervision, arrived in Poltava from Vitebsk on May 26, & settled in the Gordeyenka house. On July 25 Ioffe left to live in the city of Gomel, Mogilev prov.

From Kremenchug Chief of Police: On June 1, Dudiavsky/Dudavsky arrived in Kremenchug. He was under police observation for state crimes. A certificate of maturity issued by the Kharkov 1st gymnasium & a birth certificate issued by the Brest-Litovsk dist. rabbi, indicated that his name was Gersh-Wolf, & his patronymic was Shaev-Mordkov. Dudavsky was under special police supervision. He left the city of Kremenchug for the city of Yakovo, Grodno prov. on Oct. 11.

From the Poltava Chief of Police: Poltava tradesman Shlema-Ilya Ioselev Gak, under police observation, arrived in Poltava on June 21, staying on Kuznetskaya St.

Kremenchug Chief of Police: Chemist's assistant, David Lipman, under police observation for state crimes, arrived in Kremenchug from Kiev June 29. he was gone from Kremenchug (to Kiev) Oct. 18.

From the St. Petersburg mayor, Aug. 15, 1901: Inquiry on charges of a state crime and placed under special police supervision, Minsk tradesman Mordukh Aronov Slepyan, left St. Petersburg on Aug. 12, going to Poltava. 

Aug. 16 Mordukh arrived in Poltava & stayed at an apartment on Novo-Poltavskay St, village of Mishchenka village.

Telegram to Morodukh (Elizavetinskaya, Poltava, Morozov's house) from Moisey--"dad is seriously ill with pneumonia, come." On Sept. 30, Dr. Mordukh Aronov Slepyan left for Minsk w/o permission. He returned to Poltava on Oct. 22.

From the Constantinograd Dist. Police Officer: Aug. 20, Grigory Viktorov Goldberg, 21,  arrived in the city of Konstantinograd...he was permitted to move to Kursk; certificate was issued on Sept. 15.

From Kremenchug Chief of Police: Tradesman Yankel Ioselev Zhitomirsky, who was under special police supervision, arrived in Kremenchug from Odessa on Aug. 25.

From Kremenchug Chief of Police: Tradesman Liba Ioseleva Granovskaya, who is under spec. police supervis., arrived in Kremenchug from Simferopol on Sept. 1.

From St. Petersburg mayor, Sept. 14, 1901: A former student of Kharkov Univ., Tsalok Movshev Berlin, who was under inquiry on charges of a state crime & was placed under special pol. supervision, left Sept 12. He arrived in Poltva on Sept. 15 & stayed at an apartment near Rusov. 

From St. Petersburg mayor on Sept. 29, 1901: Rogachev tradeswoman, Basia Zalmanova Vilenskaya, who had been under special pol. superv. due to charges of a state crime, left--she had been obliged to live there until her case was resolved.

Part 286 Petr Ivanov (as a Jew: Pinkhos Abram Elyev Polyakov), senior student of the Varshavsky civil engineering dept., Polytechnic Instit. of Emperor Nicholas II, b. July4, 1889. 1910 draft, delayed until June 15, 1917.

Part 290-May 3, 1913 Leiba (Leon) Abramov Freifeld, 3rd yr. student of the medical faculty of the Odessa Imperial Novorossiysk Univ., b. Dec. 20, 1887. Conscripted 1909, 1st recruiting precinct of Poltava dist., by lottery. Initial deferral until 1914; additional deferral until 1917.

Part 302-May 17, 1913 Isidor Wolf Brodsky, 3rd year student of law faculty of the Imperial Univ. of St. Vladimir, b. June 28, 1886.  Conscripted 1907, 2nd precinct of Poltava dist. Initial deferral Oct. 1, 1913, additional June 15, 1915.

Part 309 Itsko Movshev Posvolskoy, 4th yr. student of the medical Faculty of the Imperial Univ. of St. Vladimir, 21 yrs. old. Conscripted 1907, 1st recruiting precinct of Priluksky dist., by lottery. Second deferral until 1916.

Part 315 Complaint of Ariy Brodsky against the Poltava provincial governorate for refusing to cancel fine. In proof of Ari's brother, Berko's death, a certificate was provided to the Verkhnedneprovsky dist. police dept. The fine imposed by the Kremenchug dist. was canceled. Residence: village of Nikiforovka, Zheltyanskaya volost, Verkhnedneprovsky dist. (see # 323 for additional info.)**

Part 316 Tradesman Abraham-Hillel Faivisov Kostyukovsky vs. Piryatinskoy dist. for not returning his son Moisey from military service, for taking Mendel Kryzhanovsky. Moisey was drafted in 1912, but Kryzhanovsky was taken as a result of an escape of a Jew, Israel Mogilevsky, from the assembly point. Residence: city of Piryatin.

Part 317 Mogilev provincial correspondence at the request of the Kremenchug tradesman, Bentsion Gershonov Bas, regarding his exclusion from Bykhovsky dist., Mogilev prov. lists, because he was already conscripted in the city of Kremenchug in 1912. Born Jan. 27, 1891. Transferred fro the Bykhovsky community to the Kremenchug one on Nov. 26, 1911.

Part 321 Tradesman's widow, Charna Iosifovna Rabchinskaya vs. Kobelyakskoe dist. for imposing a fine on the family for the untimely 1912 draft of her son, David Nokhimov Rabchinsky. His residence: 5 Maryinskaya St., Kremenchug.

Part 322 Bunya Mikhailova Krichevskaya complaint vs. Romenskoye dist. for imposing a fine on the family for the untimely appearance of her son, Itska-Leiba, for the 1912 draft. The tradesman, Itso-Leiba Mendelevich Krichevsky, was subject to 1st precinct conscription in 1911. A medical certificate was produced from the Yelets orphanage, Orel prov. that her son had been sick and had been a resident there (?), Kozlov house, Christmas St., Yelets.

Part 323 Kremenchug county requested the cancellation of the fine on the family of Burke Abramova Brodsky for failing to report for the 1911 draft. It was established by the Verkhnedneprovsky dist. police dept. that he died in infancy.**

Part 343 Shmul Leibov Turovsky, student of Imperial Novorossiysk Univ., b. July 4, 1889, conscripted in 1910, 5th recruiting precinct of Kremenchuk dist. Last deferral Dec. 15, 1917.

Part 344 Leiba Shlemov Berlyavsky, 4th yr. student at the Medical Faculty of the Imperial Univ. of St. Vladimir, b. Mar. 18, 1887, conscripted in 1908, 1st recruiting precinct of Pereyaslavsky dist., by lottery. Last deferral 1915 conscription.

It consists of traditional sections: title page, second title, blessing, charter, list of members of the society, diary entries about the activities of the Talmud-Torah....It came to the NBUV funds from the famous collection of the Jewish Museum in Petrograd-Leningrad, where it came from the collection of SA Ansky...."

THE LADOS LIST: 3,262 "Passports of Life"

The information is found on the Instytut Pileckiego" website.** 


According to the description, "The Lados List is the first attempt to recreate the names of the holders of documents which have been symbolically called, 'passports of life'...was published by the Pilecki Institute...in cooperation with the Jewish Historical Institute, the Auschwitz-Birkenau State Museum and the Institute of National Remembrance....searched many archives, including Bad Arolsen, Yad Vashem, and the Archives of Modern Records in Warsaw....Lados List shows that 24-45% of Jews with forged documents from Paraguay, Honduras, Haiti or Peru survived the Holocaust...the Lados group helped Jews from various European countries, but most of the identified passports were issued to people from...Poland, the Netherlands, and Germany.... despite the confirmation of 3,262 names, another 5-7,000 remain unknown...."

The information includes: names, country (where applicant was associated), birth year, location (either the place of birth or the place where the applicant was residing.The information was ambiguous), document, fate (survived or perished).
