1900 KIEV PROVINCE: APPLICATIONS FOR ISSUANCE OF MARITAL STATUS CERTIFICATES

The following names were mentioned in the above archival document. NOTE: This is a partial list.

It appears that marital status certificates were needed by conscriptees in order to be eligible to collect benefits.


p. 34. Mendel Yankelev KOGANSKY & family, from Rzhisheva,

Witnesses: Naftula Duvidov KAGANSKY, Yusif Volkova ARONSKY, Moshka Shlemov RIPA, Avrum Moshkov KRAKOVICH,  & Aba Yuskova NOVIK. Knew family well.

Family members: father: Yankel Srulev KAGANSKY,  45 yr.; stepmother: Risa Gershkov, 37 yr.. brothers: Aron, 13; Avrum, 7. 

sisters: Khai-Rukhli 15; Tzivi, 10; Masi, 8. 

Additionally, he had a brother, Leizer Leiba, born in 1881, who died November 9, 1894.

p. 57. Complaint of Leyba POLINSKY, a Tripolye/Trypillya resident, against  the Kiev Provincial Board, for refusal to issue a certificate of marital status.

p. 102-104. Petition of citizen Leizor Mikhelev GRINBERG, regarding a fine of 300 R. imposed for the failure of his son Moshko to appear for military service.

p. 110-111. Makarov townsman Manya Gershkov TZIMBARG,  requested the Provincial Board for information regarding which institution stored registration lists. The Kiev County Police Dept. required an extract from said lists, but didn't indicate their location. 

p. 122. Rzhishchev Tradesman Itska FAKTOROVICH

p. 175. Complaint about the Kiev County Police Dept. for refusing to issue a certificate of marital status by Teviya KLYURFELD.

p. 183. Complaint about the Kiev District Police Dept. for refusal to issue  a certificate by tradesman Rukhli KHANYURY/KHANYUR.

p. 185. Aron RAKHLIN complained against Kiev Dist. Police for refusal to issue a marital status certif.

p. 214-215. Moshka-Leyba ZEVELEV, a Germanovka resident, complained against the Kiev Dist. Police for refusal to issue a certificate of marital status. It was refused due to insufficient proof of his residence.

p. 227. Tradesman Froim Avrumov YAMPOLSKY complaint for denial of the issuance of an identity document. p. 399-401. Retired non-commissioned officer. Germanovka resident.

p. 237-239. Complaint of Mordko-Wolf Avrum-Elev MIRTSIN, a Tripolye/Trypillya resident, against the Kiev Police Dept.for refusal to issue him a marital status certificate as obligated to conscripted Jews.

p. 305-308. . Itska Khatskelev TSIPENKA, resident of the village of Kryukovshchiny, Chernobyl, complained against the Kiev Dist. Police Dept for refusing to issue a cerif. of marital status. Tsipenka failed to present any evidence to confirm his family composition, which is why the police dept. refused to issue the certificate.The involved police officer needed to indicate to Tsypenka exactly what his relationship was with the children, & birth information which, according to him, was missing from the entries in the metric books.

Leyzor KUNITSKY. A request  by the Provincial Board to return a document attached to a Government Senate decree in Kunitsky's name, dated Sept. 27.

p. 316-319.. Elki KOSTOVETZKOY. Request for the certificate was denied due to insufficient proof of her marital status.

p. 335-338.  Duvid-Bentzion Gersh-Berova KOPEIKIN complaint against Kiev Dist. Police Dept..insufficient documentation.

p. 389-394.  Rzhisheva resident,Yankel SKRIPOCHNIK complaint. Insufficient proof. Daughters birth certificates missing from the metric books.
