The Postal Savings Bank was a
Polish state-owned banking institution with headquarters in Warsaw in Feb.,
1919…Activities were carried out primarily through post offices as well as in
their own branches. During the German occupation the funds were managed by the
Germans.
In Sept. 1939, the Postal
Savings Bank was a national savings bank with a nationwide range. After WWII,
the bank was liquidated…in accordance with the provisions of the decree of Oct.
25, 1948 on banking reform…The bank’s liabilities due to saving contributions
were registered May 9, 1945-Dec. 31, 1949, & then entered in the list of
claims…Payments for liabilities of Postal Savings Bank were made until May 5,
1952, after which… no disbursements have been made. Legally, the State Treasury
is not responsible for the liabilities of the Postal Savings Bank…it is no
longer possible to refund any cash….The Rzeszow Regional Court dismissed the
claim for compensation in a verdict of Sept. 8, 2005; and the Supreme Court in
a decision of Jan. 31, 2006, refused to accept cassation.
