            Odessa townsman, Monisa Avrum-Leybova SEGAL

My niece, Berta Shmul-Godelevna SEGAL, who lives in Petrograd, wrote to me requesting a certificate from the local government indicating that she is a citizen of the city of Odessa and that there are no legal obstacles to her enrollment in higher level courses.
I therefore request that the Town Council not refuse to issue the necessary certificate for my niece, Berte Segal.

The town council forwarded a certificate of trust #2481 in the name of the Odessa townswoman Berta Shmul-Godeleva SEGAL, residing in the city of Petrograd, Kolomyagi to Pargolovskaya St. #30, Odessa.

June 1916
    Odessa citizen Aleksandr Yakovlev VAINGURT petitioned the  Administration to correct his age in the Administration registers from "born 14 October 1899" to the correct date, "born October 1897", in accordance with his birth certificate.

    The petition was accompanied by a birth certificate issued by the Odessa City Council on 12 August 1905, #4216, certified by the Odessa City Council on 28 November 1908, #31837, from which  it can be seen that on 15 October 1897, a son, Aleksandr, was born to Yakov Srulev VAINGURT, a reserve shooter, & to his wife, Liba.

According to the books of the Jewish Society of Odessa Townspeople, enrollees books & the family list under # 2565, 5345, there is someone registered as Srulev VAINGURT, 24 yrs., born on 1 January 1896, a reserve rifleman, from the volunteer Rifle Regiment, &, according to family information, his wife was Liba Zelmanova, with no evidence of an son Aleksandr born on 14 October 1899.

Having heard the above & based on the birth certificate of the Odessa City Rabbi, issued on 12 August 12, 1905, #4216, the Town Council Decided: 
    Aleksandr Yakovlev VAINGURT, registered in the Jewish community according to family information under #5774, shall have his date of birth corrected from 14 October 1899 to 15 October 1897.

i. 359  Report: Odessa, Revisionist Table
    Odessa townswoman Sara Mendeleva RABINOVICH petitioned the city council to correct her name in the registers from "Sura" to the correct "Sara", as appeared on her birth certificate. 

The petition was accompanied by a certificate issued by the Odessa City Rabbi, #3240, on 29 December 1888. It was certified by the Odessa City Council on 18 June 1916, #2468, from which it can be seen that on 31 October 1880, Odessa townsman, Mendel RABINOVICH & his wife, Risa, had a daughter, Sara.

In the Jewish Society of Odessa Townspeople, according to regulation #262 & the family list #237, Mendel Volkov RABINOVICH & his wife, Risya Moshkovna, were registered. According to the family information submitted by him in 1893, #694, his daughter was shown without proof, as "Sura", born 31 October 1880.

Having heard the above & based on the Law regarding composition, according to which, Jews were called only by those names under which they were recorded in the birth registers, The Townsmen Council Decided: to change the name of Sura Mendeleva RABINOVICH, recorded according to family information #694, from Sura to the correct, "Sara", as stated in the presented birth certificate. It was recommended that a corresponding order be given to the head of the Jewish community & to the Odessa City Council for the military department.

July 1916
    Odessa citizen, Boris Emmanuilov LINDA, petitioned the council to correct his birth date from born 28 September 1898 to the correct date, as indicated on his birth certificate, 26 October 1898.

The petition was accompanied by a birth certificate issued by the Odessa City Rabbi, #11486, on 19 July 1904 & certified by the Odessa City Council 19 August 1904, #23580, from which it was evident that on 26 October a son, Boris, was born to the reserve gunner, Emanuel Berkov LINDA, & his wife, Yukhvid/Iokheved.

Under the family list of the Jewish Society of Odessa Townsmen, #3094, Emmanuel Berov [so, was it Berov or Berkov-both used in the Russian version] LINDA was recorded. According to family information # 5317, in addition to other members, a son, Boris, was born 28 September.

Based on the above information, including the #11486 birth certificate, it was decided that the birth date of Boris Emmanuilov LINDA was corrected from 28 September 1898 to 26 October 1898 and Odessa City Council for the military dept. was informed.

**NOTE:  JewishGen's "Ukraine Births, Grp. 3 
         See LINDA Borus. His grandfather was "Berko". Also, Boris's birthdate was different on Jewishgen.

The Town Council petitioned to deliver an extract to the Odessa townsman, Itsko Shlimev VEISBARG, residing in the city of Zhitomir on B. Berdichevskaya St. He owed 80 R.50 for 1917 to the Administration

i.428 To: the Odessa Budgetary Government
July 1916
    From: Aleksandr Gershov KHAITAN [resident at 35 Tiraspolskaya St]

Petitioned for his father-in-law's family list. Aba Moiseyev FELDMAN was his father-in-law.  Aba was from Odessa. Aleksandr needed the information in order to submit it to a higher educational institution.

    From: Widow Leya-Elizaveta Gershovna GOLDENBERG, 38, who resided at 4 Ekaterininskaya St.

Leya petitioned for a copy of a family list which included her children: Vera, 15 [b. 1900]; Zinaida, 14 [b. 1902]; Ernest, 9 [b. 28 September, 1907.].
Other information: husband died 20 January 1916. His name was Ioakhim [Joachim] Shmulev-Iosaev GOLDENBERG.

**NOTE:  on JewishGen's "Odessa Birth Index" 
      1. A Zinaida GOLDENBERG is listed with an 1878 birth year. Perhaps she was a relative of the Zinaida listed on this post. (born in about 1902)
          1a. There is another Zinaida born in 1879 on the birth list.

      2.A Ioakhim GOLDENBERG is listed as born in 1878. Was this the Ioakhim Shmuliev that I listed above? If so, he was about 38 yr. at death.

August 1916
    From: Mendel Govshiy [Yehoshua] MEKHLIS, an Odessa townsman
Petitioned the Town Council for the issuance of certificates stating that his daughters, Rozalia & Luisa, were recorded in his father's family records. The children's ages were to be included. He needed these certificates to submit to educational institutions for each daughter separately.

    From: Khasi IOFFE, an Odessa citizen, resided at 5 Komitetskaya St
Petition requested that the Council issue a copy of the revision & family list of his father, Itski Kelman FINKELSHTEYN.The extract was needed for submission to the Odessa City Council to correct the birth certificate. [Note: the Egyptian stamps indicate that Khasi was in Egypt at the time. Why? Was he a soldier?]

Petitioned the Council for extracts of both his father's & his   revision & family lists, indicting both the rank and when enrolled in the Odessa Townsmen Society. The information was needed for submission to an educational institution for his son.

    From: Mordki Moshkov DUBIN, resided at 13 Pochtovo St, Odessa.
Petitioned for an extract from the audit of his family's composition, in order to determine the status of his grandson, Moisei Isaakovich DUBIN. It was needed for submission to a higher educational institution.

    From: Odessa townswoman Aleksandra Falikova SHVARTZ, resided at 13 Gogolevskaya St. City of Yekaterinoslav[house of AP Kravtsov]
Petitioned for a certificate of rank in order to apply to the Ekaterinoslav Medical Courses. 
**NOTE: The Courses,"were established during WWI to provide training for medical staff, including experienced nurses. "(from "Sider Fusion")

The Government sent Certificate #4680 to Pavl Srulev KANTAROVICH. they also sent it to his father, Srul Shliomy KANTAROVICH. They wanted it to be signed by both (??). The father lived in the city of Elizavetgrad, in the village Sobenevsky, on Preobrashensky St.
The Municipal Council requested an order to notify Srul Shliomov KANTAROVICH, that his petition to send a certificate of his son Pavel's membership in the Odessa Municipal Society would be satisfied upon his sending information about his whole family.
They requested that a statement confirming the correctness of the compilation of information, collected & based on the information available to the Administration be signed and returned along with the list of persons in receipt of the attached certificate.

January 1917 Revision Table. Petition
Odessa citizen, Elya ZILBERMAN, petitioned the Administration to add his patronymic name, "Davidov", to the register, as found on his birth certificate.
The followng was submitted with the application:
    1. Certificate/duplicate #7237, 
            -certificate issued on 28 December 1916 was lost.
            According to Register #8170--a son, "Elya, was born on 10                July 1870 to Moldavian subject, David ZILBERMAN & his             wife, Leya. (column #168)
            -A duplicate certificate was issued by the Odessa City Rabbi.             The information  appeared in the Odessa birth register of                     Jews as #482 in the male column. The duplicate was issued             30 December 1916.
    2. Certificate #7811, 
        issued by Odessa City Military Service  Board, 14 August 1912,         regarding the enrollment of Elya Davidov ZILBERMAN as a            militia soldier until 43 years old
According to the registers of Odessa Jewish Society Citizens, in the family register #1929 & family list #4698, the name Elya was written down, & that ZILBERMAN was 22 years old, was registered.

    #1. Marriage certificate of Odessa tradesman, Isaak Samsonov ZAMLER, to the daughter of Odessa townsman, Ita Khaimova LITINSKAYA, in 1896, general column # 368.

        There is a Samson Zamler listed.

    #2. Marriage certificate of Austrian subject, Leyzer GALPERIN to the daughter of Voroshilovsk tradesman, Rukhleye-Leya Khaimova LITINSKAYA, in Odessa in 1885, #360 in the general column. She was the sister of Ita LITINSKAYA.

    #3. Odessa metric birth certificate: 1889/##367, male, gr./[? what is this?] Samson Isaakov ZAMLER. Mother: Ita ZAMLER [b. LITINSKY].

    #4. Odessa metric birth certificate: 1886/#693, female, gr./Sofii GALPERN. Mother: Rukhel GALPERIN [b. LITINSKY].

    #5. Included, is the marriage certificate of Beniamin VAYNSHTEYN, VEYNSHTEYN to the above-mentioned Sofii/Soney[Sonya?] GALPERIN in Warsaw, a copy of which was certified by the Petrograd Notary on 14 January 1916/# 671.

    Regarding the return of birth certificate #6266, Meer Berov [or Borov] SHER, b. 21 August 1868. Jewish Society family list #6803.

i. 752. Certificate--Metrical Extracts
October 1916
    From: Odessa City Rabbi Chancellery
    A certificate was issued to the Odessa tradesman's wife, Golda Abova CTERKIN, for submission to a secondary educational institution. She stated that her son, Shmuel Leibov Avraamov STERKIN, was a cousin of Boris Ilyn POLYAK.

October 2016
    From: Dr. Sarra/Sarry Abramovna BREITBURD, Dentist, resided in Moscow, in Patnitskaya section [?], Kozhevnichesky Lane, [Alley?], bldg. #8, apt. # 9.
    Enclosed, was a copy of an Imperial Kharkov University certificate. Based on this certificate, she petitioned for an exclusion from the tradeswoman class, requesting a discharge certificate. She requested an immediate response from the Council because the police would not issue a passport to her and demanded an immediate presentation of a discharge certificate.
    Sarra was notified that her petition to send her discharge certificate for obtaining the title of dentist was not satisfied, since she & her husband, Solomon Moshkov ______ [?? a page may be missing?]

1916  Revision Table, Odecca Municipal Adminitration 
    Odessa citizen, Isaak Gershev FELDMAN petitioned the Administration to correct his birth information, to make it according to the birth certificate registers.
    The application included the birth certificate # 1933, issued by the Odessa City Rabbi on 23 April 1879. Recorded, was the birth of a male child, "Isaak" to Tukkum tradesman, Gersh FELDMAN & his wife, Basi. Isaak was born 2 November 1876.
    In the Odessa Jewish Society of Townsmen, according to the enrollment books & the family lists, #s 4536 & 7281, Isaak Gershev FELDMAN, 34 yrs old in 1911, was enrolled & registered by the order of the Kherson Treasury Chamber, #973, on 8 February 1911.
    Based on the testimony of the Odessa City Rabbi, the Administration had decided: to correct the age of Isaak Gershev FELDMAN, recorded in the Revision office books, from 34 yrs old in 1911 to the date of birth "born 2 November 1876, informing the Odessa City Administration for the military & the Old Age of the Jewish Community.

    Enty requested, from the Office of the Odessa City Mayor, a copy of the family register of her deceased husband, Khaim-Gersh PIZIYURKI. [had also petitioned at an earlier date for copies of her sons' birth certificates].

Presented Certificate # 396, in the name of Odessa townsman, Borokh SHEVELEVAELMAN, & a copy of birth certificate #115, the Burgher Council requested an order to hand over the documents to his mother, Sosi ELMAN/ALMAN, a city of Kishinev resident [address-23 Krause].

January, 1916 To the Odessa Municipal Council.
    From: Odessa tradesman, Moisey Yusifovii ROSENSHTEYN, an Odessa resident, lived at Avchinikovsky Lane 13.
Requested the Odessa Burgher Council to issue to him copies of the audit report containing information on his family composition, needed for the admission of his daughter, Rozalia to Novorossiysk University.

March, 1916 To the Odessa Municipal Council
Vladimir Gub.
    From: Odessa townsman Yuil-Shimon Gershonovich BEZYMENSKY, resided in the city of Vladimir Gub., Tsaritsynskaya St in  Musatovoy's house.
Petitioned on behalf of his son, Aleksandr BEZYMENSKY, who was a Vladimir Grammar School 8th grade student. Yuil requested that  the Council provide his son with a Call-up Certificate, a Certificate of Ranking, & a certificate stating that the Odessa Municipal Administration would not interfere with Aleksandr's admission to a higher educational institution.
[note: i. 83 indicated that Aleksandr was born January 12, 1898.}

March, 1916 By the Order of the Vladimir Police Chief
    The Town Council, forwarded to the Senate, certificate # 14/18 from the Director of Vladimir Gymnasium # 262, in the name of Odessa townsman, Aleksandr BEZYMENSKY; along with two photographs. The Council requested an order to give them to his father, Odessa townsman, Yuil-Shimon BEZYMENSKY, who resided in the city of Vladimir, province, in the village of Musatovy. In addition to the petition for registration of his son Aleksandr to the recruiting station, he was required to apply to the military.

requesting copies of the family list of her husband, Berka TOVIYEV for submission to the Kherson State Chamber, as related to the issue of the  adoption of the son Schmul from a previous marriage[??]

    From: Odessa townsman Govsheya Abramovich VOLYKH [resided 35 Myasoedovskaya, Odessa]
Petitioned for an extract from the audit on the family composition of his family, which was needed to submit to the Myakenko Gymnasium, where his daughter, Esther, attended. It was required in order for her to receive her certificate of completion from this gymnasium.

April 1916 To the Odessa Municipal Council-Jewish registry
    From: Kisilya Elieva REIFMAN [resided at 127 Uspenskaya St]
Petitioned for a certificate acknowledging that her son, Yakov-Shae, was a Russian subject from Odessa. The certificate was required in order to forward money to her son in Germany, where he was held captive.

May 1916 Odessa Town Council
    Report: According to family information from the Odessa Town Jewish Society, submitted by Duvid Moishev-Meerov GRINZER in 1907, File # 7794 related to daughter, Emiliya, indicated that her birth was 16 December 1900.
    From the same, when applied for a certificate of birth, it was  discovered that, issued by the Odessa City Rabbi on 27 April 1908, under # 3368 & certified by the Odessa City Council on 28 April 1908 under #10422, she, Emilya GRINZER, was written as born on 16 December 1899.

    Following a hearing regarding the above & based on birth certificate # 3368, the Town Council decided to correct the date of birth recorded, according to the personal information of the Odessa townsmen of the Jewish Society under # 7794, of Emiliya Duvidova GRINZER, from the incorrect birth year of 1900 to 1899. The Old Age of the Jewish Society was notified and the Odessa City Administration of the military department was informed, having been presented with the latest copy of the birth certificate #3368 in satisfaction of the petition of Emiliya GRINZER requesting a certificate that she was registered in the Jewish Society of Odessa townsmen, according to family information under #7794 with the father, Duvid, for the presenation of such to educational authorities.

May 2016 From: Odessa townswoman widow, Enta Manusovna SHTIPELMAN [resided on Troitskaya St #5]
    Petitioned the Odessa Town Council to provide a family list of Yukelya Yakov Yuvelevich SHTIPELMAN, her deceased husband. Enta required the list for presentation to the Minister of Internal Affairs. The list was received and submitted to G. Mochman.
