A petition
by Jewish clerks of Odessa to the governor proposed a way to alleviate suffering
due to illness or lack of training by the creation of a mutual aid
society. The purpose of the
society was to:
--issue to
its members, as a loan or permanently, cash benefits
--issue to
its members medical and other benefits during illness
Each member
(Jewish salesmen from Odessa), upon joining, was to pay an annual sum of 3
Rubles silver plus a minimum of 25 Kopecks silver monthly.
