A petition
by the Jewish residents of Odessa to the interim governor-general was made in
October, 1888 by Jews desiring to leave Russia and to live their last days of
life in the Holy Land.
A
draft was written describing the organization of a Palestinian society, the
Welfare Society for Jewish Farmers & Artisans in Syria & Palestine, by
Alexander Osipovich Tsederbaum,( hereditary honorary citizen). The charity’s
purpose was to promote productive agricultural labor by providing the finances
and the necessary agricultural and craft tools.
In
December, 1889 Odessa police collected information about the following
individuals who wished to be founders of the Welfare Society:
